It is commonly accepted today that optical fiber communications have revolutionized telecommunications. Indeed, dramatic changes have been induced in the way we interact with our relatives, friends, and colleagues: we retrieve information, we entertain and educate ourselves, we buy and sell, we organize our activities, and so on, in a long list of activities. Optical fiber systems initially allowed for a significant curb in the cost of transmission and later on they sparked the process of a major rethinking regarding some, generation-old, telecommunication concepts like the (OSI)-layer definition, the lack of cross-layer dependency, the oversegmentation and overfragmentation of telecommunica- tions networks, and so on.

The General Packet Radio Service (GPRS) allows an end user to send and receive data in packet transfer mode within a public land mobile network (PLMN) without using a permanent connection between the mobile station (MS) and the external network during data transfer. This way, GPRS opti- mizes the use of network and radio resources (RRs) since, unlike circuit- switched mode, no connection between the MS and the external network is established when there is no data flow in progress. Thus, this RR optimiza- tion makes it possible for the operator to offer more attractive fees.

Today, a great variety of technical publications offer background information about these technologies but they all fall short in one way or another. Books covering these technologies usually describe only one of the systems in detail and are generally too complex as a first introduction. The Internet is also a good source, but the articles one finds are usually too short and super- ficial or only deal with a specific mechanism of one of the systems. For this reason, it was difficult for me to recommend a single publication to students in my telecommunication classes, which I have been teaching in addition to my work in the wireless telecommunication industry. This book aims to change this.

With the rapid growth in the number of wireless applications, services and devices, using a single wireless technology such as a second generation (2G) and third gener- ation (3G) wireless system would not be efficient to deliver high speed data rate and quality-of-service (QoS) support to mobile users in a seamless way. This book was conceived in such a special way. From our experience, and despite the increasing interest that we perceived amongst the research community in HAPS, there was not any book in the market entirely devoted to HAPS. We could only find some satellite communications books including only fragments related to HAPS, covering the ‘generalities’. A need for a reference book which could highlight state- of-the-art HAPS-related topics was therefore envisaged. Moreover, most of the information related to HAPS could only be found in technical reports, official recommendations, conference proceedings and journal papers.

When digital media is perceived only as a tool to deliver content the potential for using its affordances to explore meaning is lost. Rather than seeing media only as an access point, we can view it as a way to enhance the expressiveness of content. Today blogs, wikis, messaging, mash-ups, and social media (Facebook, Twitter, YouTube and others) offer authors ways to create narrative meaning that refl ects our new media culture. We can look to the past for similarities and parallels to better understand how to use social media as a creative tool with which to dialogue, collaborate, and create interactive narratives.

This book addresses two aspects of network operation quality; namely, resource management and fault management. Network operation quality is among the functions to be fulfilled in order to offer quality of service, QoS, to the end user. It is characterized by four parameters: – packet loss; – delay; – jitter, or the variation of delay over time; – availability. Resource management employs mechanisms that enable the first three parameters to be guaranteed or optimized. Fault management aims to ensure continuity of service.
