                             Bit-Stream Syntax

* Several bugs were addressed for this release.  The reported bitstream sizes 
  should now be the same for both the encoder and decoder.  Also, extra header 
  bits can now be added to the bitstream for signaling in core experiments.  
  See the "Changing_global_header.txt" file in the parallel vm4.2.doc 
  directory for more details on adding bits to the bitstream.  

* The syntax documentation has also been updated.  See the "syntax_vm4_2.pdf"
  file in the vm4.2.doc directory for the update.
