Alignment of VM with Part II FDIS:
----------------------------------

* DC offset and variable SQ changes.

* Visual masking changes:

  - Corrected normalization of syntax information.

  - Added independent tile switching.


New Part II Contributions:
--------------------------

* Various new multi-component functionality.  See the Word document 
  MCT_input.doc for a description of the interface required for this new 
  functionality.

* Addition of wavelet transform routines to implement the approach outlined 
  in Annex G of Part II.

* Implementation of the new extension policy for wavelet extensions in the 
  component direction.

* Odd tile size, low pass first implementation to avoid tile artifacts.  
  Note that this new code is only functional for convolutional kernels.


Various Bug Fixes:
------------------

* PPM marker fixes for both j2g_fiddle and vm9_expand.

* NULL resolutions fixed to not include precinct info.
