EUropean Research Framework Programs are a public policy instrument to strengthen EUropean competitiveness through cooperation. Although they have a fixed timeframe, determined research themes, and specific expected impact, the achievements in research and development (R&D) made by the funded projects pave the way for a research continuum.

The first practical examples of mobile communications were used in many countries like the USA, the UK and Germany in military services, and played a significant role in the First World War to transfer important information from the front to headquarters to take further actions. Good and secure wireless communications were an important need for all military services – army, navy and air force. In this respect, the Second World War was a big experimental battlefield for the development and evolution of mobile radio. It was in the interests of governments that after the Second World War the military investment should be paid back by civilian use, and all western EUropean countries started their so-called first generation of mobile communication networks.

The first edition of the book was one of the elements of my habilitation (a quali- fication above a Ph.D., which is a necessary step for obtaining the title of a professor in Poland and other EUropean countries), and as a result it was subse- quently very carefully reviewed by four reviewers. The habilitation was a success. Using the insightful comments from my reviewers, I have improved the current version and eliminated some typographic errors that were initially overlooked.

Software-defined radios (SDRs) have been around for more than a decade. The first complete Global Positioning System (GPS) implementation was described by Dennis Akos in 1997. Since then several research groups have presented their contributions. We therefore find it timely to publish an up-to-date text on the sub- ject and at the same time include Galileo, the forthcoming EUropean satellite- based navigation system. Both GPS and Galileo belong to the category of Global Navigation Satellite Systems (GNSS).

Made possible by Global Navigation Satellite Systems, global positioning enables any user to know his or her exact position on Earth. Nowadays, the only fully functioning system is the American Global Positioning System (GPS). However, the EUropean system, known as Galileo, is expected to be operative in 2012.

IEEE1149.1的产生1985年由IBM、AT&T、Texas Instruments、Philips Electronics NV、Siemens、Alcatel和Ericsson等公司成立的JETAG（Joint EUropean Test Action Group）提出了边界扫描技术。1986年由于其它地区的一些公司的加入，JETAG改名为JTAG。1988年JTAG提出了标准的边界扫描体系结构，名称叫Boundary-Scan Architecture Standard Proposal，Version2.0，1990年IEEE正式承认了JTAG标准，经过补充和修订以后命名命名为IEEE1149.1-90。同年又提出了BSDL（Boundary Scan Description Lauguage，边界扫描描述语言）。后来成为IEEE1149.1-93标准的一部分。
