Entropy Encoder Pipeline Flush Logic

The flushlogic module controls the flushing of pipeline after the data has finished arriving.  This module does not form a part of the pipeline.  It sets its output signal high for a predetermined duration.  This signals the zero strips logic to flush the pipeline.
