<P> 曾执导过《凤凰琴》、《女子特警队》的陈胜利认为，他导演的这部《热带风暴》精心刻画了一群耿直、刚强、面临金钱权力诱惑坚贞不屈的中国武警群像。该剧以20世纪80年代改革开放和经济建设为大背景，着力表现了特区武警部队20多年的成长经历。剧中不仅有武警战士在风雨烈日中训练的宏大场景，还有荷枪实弹的激战场面。在这部纯粹典型的男人戏中，首次多层面地表现特区武警部队组建、成长、生活和战斗的曲折经历，刻画武警官兵在时代背景急剧变化这20多年中观念的交锋与碰撞，由此将引发的故事给人许多期待。

<P> 在剧中的画面上，观众能看到整齐的队列、震撼人心的训练场面，而这一切都是构成《热带风暴》艺术魅力不可或缺的元素。陈胜利对该剧的评论是：“这是一部充满军人激情的现实题材电视剧。”
<P> 剧中描述了于海鹰、陆涛这一对生死相交的战友，在经济特区的复杂环境与严峻考验下，终因不同的人生观、价值观而分道扬镳的故事。以两位主人公的矛盾冲突为故事主线，直面了武警部队的现实生活，揭示了当代军人在和平年代、在复杂社会环境中真实的内心世界与情感世界。
