<P> 据王嘉毅介绍，在农村学校有这样一种规定：每个老师每学期必须批改一定次数的作业，少一次就会被扣钱。此外，甘肃省和政县张家庄小学的拜小红老师告诉记者，学期统考排名也带给他们很大的压力：如果所带的班级是第二名，就算只比第一名少零点几分，也会被罚款。
<P> 按照有关规定，可将教师每周课时分为较轻（每周授课在7节课以下）、适度（每周授课在8～17节之间）、较重（每周授课在18～24节之间）和很重（每周授课在24节以上）4个层次。调查统计结果显示，47．8％的农村教师每周授课在18～24节之间，课时负担较重；另有17．4％的教师每周授课在24节以上，负担很重。
<P> 班级人数的多少不仅关系到师生比率、教师工作量，更会影响教学效果及教育质量。调查发现，除天祝藏族自治县以外，其他5个县的学校生师比率均高于全国21．04∶1的平均水平。
<P> 在调查中，很多老师反映：由于学校教师数量不够，教师的工作量大，没有时间进行教学研究，也没有足够的时间与家长和学生沟通，这在一定程度上影响了学校教育教学质量的提高。
<P> 从民办、代课老师的比例，可以看出一个地方师资短缺的程度。本次调查显示，民办教师和代课教师所占的比例高达15．5％，其中东乡族自治县和会宁县分别为29．6％、23．1％。
<P> 据王嘉毅教授介绍，这些代课老师一般每月只有200元左右的工资，最低的仅有40元，他们常常身处最偏远的地方。一个学校只有1名老师或两名老师的情况在甘肃屡见不鲜。
<P> 在旁听了不少农村教师的授课后，王嘉毅感觉他们的授课水平不高。但他说，在那么艰苦的条件下，我们不应该再苛求他们。他所去过的一些农村学校信息闭塞，几乎没有什么参考资料，有的甚至连一本新华字典都没有。
<P> 因为经费短缺等原因，参加培训成了西部地区农村教师的一种奢望。一位教师这样表达自己的心愿：我特别想听听大学教师讲的培训课。
<P> 王嘉毅说：“越是贫困的地方越需要关注，但越是需要教育的地方师资力量越是薄弱。”
<P> 苏州市副市长朱永新在教育蓝皮书的发布会上指出，在免费义务教育实施后，农村师资力量将成为制约教育发展的关键因素。
<P> 作为全国政协常委，朱永新在今年的两会上提出了培养农村教师的建议。他建议由国家财政出资，每年资助两万名大学生，每人两万元，然后每个省再资助5000名大学生，全国加起来就有将近20万名大学生。这20万名大学生全部由财政供应，他们的义务就是毕业以后到农村服务6年，希望通过这种方式吸引最优秀的贫困大学生到农村当老师。
<P> 这一提案很快就可以实现。日前，中央组织部、人事部、教育部、财政部、农业部、卫生部、国务院扶贫办、共青团中央联合发出通知，将启动高校毕业生“三支一扶”计划。从今年开始连续5年，国家将每年招募2万名高校毕业生，到农村基层从事支教、支农、支医和扶贫工作。“三支一扶”计划服务期限一般为2年到3年，参加该计划的大学生，在服务期间将给予一定的补贴费用，工作期满后在考研、工作、职称评定方面享受优惠政策。
<P> 3月3日，教育部部长周济在与媒体座谈时表示，从今年起，教育部门将大规模地组织城市教师到农村任教，同时规定老师在评高级职称前要有在农村任教1到2年的经历。此外，政府部门正在考虑将在农村学校设立特设岗位，由中央政府出钱招聘大学生毕业生到农村任教。（记者 李斌)
