<P>&nbsp;&nbsp;&nbsp;&nbsp;现象：“平均每个大学生4年花费需4万多元。而去年全国农村居民人均收入只有2936元，也就是说，一名农民辛辛苦苦13年的收入，才能供得起一名大学生。而在20世纪30年代，清华、北大等国立大学的学费仅20元，占平民百姓家庭生活费的10%，相当于一个工人一个月的工资，况且师范院校还免费上学。”孙继业委员说，即使和发达国家家庭收入与教育支出相比，我们的高等教育收费也是世界上最高的之一。</P>
<P>&nbsp;&nbsp;&nbsp;&nbsp;对策：陈汉彬委员认为最重要的是要加大教育公用经费的投入，确保财政教育经费占GDP4%的目标尽快实现。孙继业委员说，目前我国高等教育日常运行成本每年每生约1.4万元左右，实际上学生分摊比例达44%，而国外通常在15%左右，以致造成了260多万贫困大学生群体占在校大学生比例高达20%的不正常现象。建议政府加大投入，合理确定高等教育分担比例。（记者　魏然）</P>
