<P> 治理教育乱收费这么多年，为什么老百姓还“喊”负担重？3月8日，参加全国“两会”的政协委员们就此展开讨论时认为，问题的关键在于一些动辄上万的“合法高收费”和“变相乱收费”。</P>
<P> <STRONG>幼儿园收费是治理真空</STRONG></P>
<P> 现象：省监察厅副厅长孙继业委员在调查中发现，目前由于学前教育<!--ADV_CONTENT-->还没有纳入治理教育乱收费的范围，收费普遍较高、较乱。一些城市的幼儿教育和学前教育一年5000多元，择校费达上万元，比上大学还贵。不少小学瞅准了这最后一块净土，争办幼儿园和学前班，致使家庭教育高消费延伸到了幼儿。据他测算，培养一个孩子从幼儿园到大学毕业需十几万元，对于普通家庭来说确实是一笔沉重的负担。</P>
<P> 对策：把公办学前教育也纳入到治理教育乱收费的范围，加大治理教育乱收费监督检查的力度。</P>
<P> <STRONG>择校费变相存在</STRONG></P>
<P> 现象：“上不了好小学就上不了好中学，上不了好中学就上不了好大学，就找不到好工作。宁可花重金择校，也要让子女挤进重点学校。”贵州省社会主义学院院长陈汉彬委员说起择校现象，既表示理解又觉得无奈。他说，高中择校生费用偏高，一般都在万元以上，不少学校为规避30%的择校比例限制，往往以民办名义再办一个“校中校”，而学生却混编在一起，事实上高价生仍达50%以上。“一半学生拿高价上学，老百姓能不喊贵吗？”</P>
<P> “除此以外，义务教育阶段择校生也变相存在。”孙继业委员说，虽然国家明确规定义务教育阶段不准招收择校生，但事实上一直以赞助费、捐资助学的名义变相存在，这已经成为一个众所周知的潜规则。有的城市小学择校费最低3万元，高的达10万元。但是由于捐资助学符合教育法的规定，有关部门对这种打擦边球行为也无法查处。</P>
<P> 对策：要彻底治理择校问题，必须扩大优质教育资源，走均衡发展之路。日本法律规定，教师要定期在各校间轮换调整，保证了各校间的教学水平相对均衡，所以不存在择校问题，这个经验值得借鉴。</P>
<P> <STRONG> 大学合法收费过高</STRONG></P>
