<P> “只有使各公办学校办学条件相对均衡，为群众提供平等的教育资源，才能解决‘择校’问题，真正解除群众的‘择校费’负担。”为此，这位在美国担任访问学者多年、对美国中小学教育体制进行过深入研究的代表建议，教育部对所有公办小学和中学实行学区管理的新体制。
<P> 药立波提出的学区管理体制的构想是：小学和初中在大城市以区、县，在小城市以市为学区划分单位；高中的学区划分以地、市为单位。学区所在地政府教育部门，或新成立独立的教育委员会，公平利用所有来源于国家和政府的教育投入，平衡利用硬件投入、师资配备等教学资源，并接受同级人民代表大会的监督。
<P> “采用这种新体制，通过５年左右时间的努力，就可使同一学区内的小学和初中达到相对均衡的发展水平，从而从根本上保证公民受到公平教育的权利。” 药立波充满乐观地预测。（完）
