<P><STRONG> 信产部应明令禁止运营商代收费</STRONG>
<P> 陆锡蕾委员表示，国家有关部门在解决电信乱收费问题中应该大力作为。
<P> 陆锡蕾建议，信产部应及时制定相关条款，规定电信运营商不得代扣基本电信服务费之外的费用，不得使用“基本电信费与信息服务费混合缴纳”的缴费方式。
<P> 司法部门对于电信服务中的欺诈行为，应视欺诈范围和欺诈金额，追究责任人的刑事责任。对已判定的欺诈乱收费行为，应判令电信运营商、信息服务商向用户退返费用并予以赔偿。
<P> 工商管理部门对于电信服务中的群发短信、群发语音信息等，应视作广告发布。未经核定的，电信运营商应承担责任。

<P><STRONG> 电话月租费该考虑取消</STRONG>
<P> 针对现在的手机、固定电话要收月租费的问题，全国政协委员苟建丽提出了“关于取消电话月租费，按实际使用量收费的提案”。
<P> 苟建丽委员在提案中表示，电话月租费是固定电话、移动电话收费清单中最常见的一个固定收费项目，这种收费标准和收费方法已经持续了数十年。“当年由于资源短缺，安装使用电话的成本高，电信公司采取收取一定月租费的方法，来弥补电信资源的短缺和电信发展资金的不足，这是可以理解的，但时至今日，这个已经不合时宜。”因此，她建议，尽快取消电话月租费。 </P>
