<P> 全国政协常委、南京大学教授曲钦岳曾做过农村义务教育调查，他说，农村师资队伍令人担忧。部分贫困地区中小学的骨干教师都到城镇里教书去了，流失很严重。由于农村教师的待遇低，年轻人都不愿意从事这项工作，导致讲课的一般都是年龄偏大的老教师。这些老师知识结构老化，学科结构严重失衡，普遍缺乏外语、计算机和艺术类的知识。曲钦岳委员希望国家重视农村老师的培训，促进他们的知识更新与提升。国家也应尽快出台优惠政策，让贫困地区的优秀教师真正“留得住，用得上”。
<P> <STRONG>“留守孩子”教育和管理要有机构和经费保障 </STRONG>
<P> 资料显示，全国现有留守儿童达到2200多万。由爷爷奶奶、外公外婆和其他监护人监管的留守儿童占80%以上，监护人仅识字和没有文化的占70%以上。农村“留守孩子”的教育、成长问题已经成为当前中国农村社会转型期一个独特的社会问题，需要全社会关注、参与。
<P> 全国人大代表、民盟重庆市委副主任、重庆市发展和改革委员会副主任吴刚认为：各级政府、教育、财政、民政部门要为农村“留守孩子”的教育、管理提供一定的经费保障，将“留守孩子”中的贫困生纳入重点资助对象。鼓励社会力量创办“留守孩子”托管中心，为“留守孩子”提供看护、兴趣学习等服务，引导这些孩子参加有益身心健康的活动，杜绝“留守孩子”进入网吧及参与赌博、迷信等有害活动。
<P> 重庆市音协副主席、市歌剧院副院长张礼惠代表，建议中央和省级财政进一步加大政策扶持力度，同时按照以中央为主、地方为辅的方式尽快解决寄宿制学校的初始投入问题，切实改善和提高留守儿童受教育的环境和质量。同时要充分利用教育资源优势，让学校更多地承担起对留守儿童的教育和监护责任；要积极引导和帮助农民工正确处理好外出打工挣钱和照顾孩子两者之间的关系。
<P> 义务教育补贴要钱随人走教育是公共资源，义务教育是政府提供给每个适龄儿童的一种福利。但是，随着越来越多的农民工子女随父母流入城区，他们的就学问题日显突出。
<P> 重庆市第一中学校长鲁善坤代表认为，应把进城务工农民子女义务教育，纳入城市社会事业发展计划。同时，加大财政资金的转移支付力度，对接收进城务工农民子女入学较多的地方和学校给予补助。还可以制定优惠政策，吸引民间资金，创办“民工子女学校”。加大扶持力度，通过设立助学金、减免费用、免费提供教科书等方式，帮助家庭经济困难的进城务工农民子女就学。
<P> 全国政协委员贺大经在接受记者采访时提出了一个建议，把农村义务教育经费落实到学生，像过去全国通用的“粮票”一样，“补贴随着学生走”。“现在全国有数百万农民工子女在城市学校读书，一些城市入学量超过了10万人，农民工子女占在校学生的20%以上。”贺大经委员深有感触地说：“国家对农村的义务教育补贴，应落实到人而不是地区，钱要随人走，使每一个农村学生不论到哪里，都能享受到属于自己的国家补贴。”
