<P> 新农村建设，离不开农村劳动力素质的提高。在采访中，记者发现无论是代表还是委员都对农村义务教育问题非常关注。正如政协委员邓伟志所说：“如果中国的广大农村到处都听得见朗朗读书声，那就是见到建设新农村的曙光了。”
<P> <STRONG>坚持农村教育为“三农”服务的方向 </STRONG>
<P> “三农”问题的核<!--ADV_CONTENT-->心是农民增收，增收的核心是农民素质的提高。提高农民素质的关键要发展农村教育，实施农民教育工程，开发农村人力资源，变农民“包袱”为人力资本。
<P> 重庆市第一中学校长鲁善坤代表说，应坚持农村教育为“三农”服务的方向，大力发展农村职教、成教，推进“农科教结合”。实施“农村劳动力转移培训计划”，有针对性地不定期举办夜校和各种技能短训班，对进城务工农民进行职业教育和培训；实施农民“绿色证书”、“农业技师”培训计划，为农村培养专业骨干人才。还可以对农村中小学实行一校挂两牌，日校办夜校，成为乡村的文化和科教基地。
<P> 针对高中入学高峰期的来临和高校的连续扩招，普职高发展失衡的问题越来越突出，重庆市石柱土家族自治县教育委员会原主任、县第一职业中学原校长刘中惠代表建议：要有效整合教育资源，发挥农村学校的综合功能。大力发展农村职业技术教育，办好职业高中、中专、县职教中心、技工校，普通中学内开设职教课程，培养农村适用的中级技术人才。
