<P><STRONG> 《办法》修订，保障持有人权益</STRONG>
<P> 随着CN域名成功超越百万，CN域名持有人群体的迅速膨胀，如何更好地保障域名持有人的权益成为注册者关心的首要问题。3月17日，中国互联网络信息中心重新修订的《域名争议解决办法》将正式实施。新法的施行，将更大程度上保障域名持有人的权益，保证CN域名的健康有序发展。
<P> 据了解，与原《办法》相比，新的修订有3点重大变化。首先，修订限定了域名争议解决机构受理投诉的期限，即所争议的域名注册期限满两年的，域名争议解决机构将不予受理相关争议申请，以保护域名注册人权益的稳定性；其次，对“恶意”注册的概念也有了补充解释，“抱有出售、出租目的注册域名”不再是判断恶意的标准，注册者只有向“民事权益所有人的投诉人或竞争对手出售、出租或者以其他方式转让该域名，以获得不正当利益”才能被定义为“恶意注册”；此外，修订案明确了域名持有人的权益，例如是否拥有商标不能成为简单衡量域名归属的标准，被投诉人虽未获得相应商标或有关服务商标，但所持有的域名已经获得一定的知名度，便可以享有合法的域名权益。
<P> 对于域名持有人来说，新《办法》强调了“先注先得”的国际通行注册制度，体现了保护广大域名注册者和持有人权益的大原则，充分体现了CN域名公平公正的注册原则。
<P> 业内人士认为：此次修订案的出台，将进一步拉动CN域名的市场需求，坚定CN域名注册者的信心，促进CN域名的飞速发展，为我国互联网产业再次腾飞提供坚实有力的基础。
<P><STRONG> 中国网络，CN域名成首选</STRONG>
<P> 随着CN域名注册量的一路飙升，互联网上刮起了“中国风”：被誉为“中国网络标识”的CN域名不但成为政府、媒体、机构的网上标识，更成为中国本土企业和看好中国市场的跨国企业的首选域名，一股CN域名主流应用大潮蓬勃兴起。
<P> 早在2005年便先后涌现出松下、大众、三星等跨国企业动辄注册数百个CN域名的“疯狂”举措，随后又爆出了Google、微软等网络巨擘秘购CN域名的新闻。众多跨国企业纷纷注册CN域名以强化其品牌中的“中国”元素，将CN域名视为开拓中国市场不可或缺的“利器”。
<P> 正所谓“民族的才是世界的”，CN域名具有的“本土化与全球化”完美结合的特点，才是中国企业走向国际的最佳名片。以海尔集团等国有重点企业为代表，本土企业正在借助CN域名搭建一个集品牌文化、宣传推广、销售服务于一身的网上营销王国。国内外企业实施的不断延展的域名战略，共同掀起了CN域名主流应用大潮。业界认为，随着CN域名资源优势和价格优势的凸显和我国互联网影响力的进一步增强，CN域名主流应用大潮之势不可逆转。中国互联网络信息中心主任毛伟表示，域名注册量反映一个国家或地区的互联网普及程度，可以说CN域名突破百万是我国互联网发展现状的一面镜子。2006年，中国互联网迎来了第二个发展黄金时期，CN域名将应运而起。作为拥有超过1亿网民、2000万企业的中国，CN域名的发展空间还很大，CN域名未来任重而道远。 (记者 陈建栋) </P>
