This book is an outgrowth of the pioneering development work done by InterDigital Com- munication Corporation in 3rd Generation TDD WCDMA Technology. Many engineers and managers were involved in this development, which spanned a wide range of tech- nology areas, including system architecture, radio interface, radio modem design, radio resource management and hardware/software implementation. In addition, TDD WCDMA technology had many direct and indirect contributors across the globe in the context of the development of the 3GPP TDD WCDMA Standard.

Digital radios have undergone an astonishing evolution in the last century. Born as a set of simple and power-hungry electrical and electromechanical devices for low data rate transmission of telegraph data in the Marconi age, they have transformed, thanks to substantial advances in electronic technology, into a set of small, reliable and sophisticated integrated devices supporting broadband multimedia communications. This, however, would not have been possible unless significant progress had been made in recent decades in the field of signal processing algorithms for baseband and passband signals. In fact, the core of any modern digital radio consists of a set of algorithms running over programmable electronic hardware. This book stems from the research and teaching activities of its co-authors in the field of algorithmic techniques for wireless communications. A huge body of technical literature has accumulated in the last four decades in this area, and an extensive coverage of all its important aspects in a single textbook is impossible. For this reason, we have selected a few important topics and, for ease of reading, organized them into two parts.

Under the Energy Independence and Security Act of 2007 (EISA), the National Institute of Standards and Technology (NIST) was assigned “primary responsibility to coordinate development of a framework that includes protocols and model standards for information management to achieve interoperability of Smart Grid devices and systems…” [EISA Section 1305]. 35 This responsibility comes at a time when the electric power grid and electric power industry are undergoing the most dramatic transformation in many decades. Very significant investments are being made by industry and the federal government to modernize the power grid. I can remember buying my first electronic calculator. I was teaching a graduate level statistics course and I had to have a calculator with a square root function. Back in the late 1960s, that was a pretty high-end requirement for a calculator. I managed to purchase one at the “educational discount price” of $149.95! Now, I look down at my desk at an ATmega2560 that is half the size for less than a quarter of the cost and think of all the possibilities built into that piece of hardware. I am amazed by what has happened to everything from toasters to car engines. Who-da-thunk-it 40 years ago?
