Convergence between the two largest networks (Telecom and IP) is taking place very rapidly and at diff erent levels: (1) network level: unifi cation of IP networks with traditional Telecom networks through evolving standards (Session Initiation Protocol (SIP), Realtime Transfer Protocol (RTP), SS7, 3G) to support interopera- bility; (2) service level: traditional Telecom services like voice calls are being provi- sioned on the IP backbone (VoIP), while traditional IP services (most data-driven services such as multimedia, browsing, chatting, gaming, etc.) are accessible over the Telecom network.

The serious study of the practice of how to determine the appropriate content of a specification is a seldom-appreciated pastime. Those who have the responsibility to design a product would prefer a greater degree of freedom than permitted by the con- tent of a specification. Many of those who would manage those who would design a product would prefer to allocate all of the project funding and schedule to what they consider more productive labor. These are the attitudes, of course, that doom a project to defeat but they are hard to counter no matter how many times repeated by design engineers and managers. A system engineer who has survived a few of these experiences over a long career may retire and forget the past but we have an endur- ing obligation to work toward changing these attitudes while trying to offer younger system engineers a pathway toward a more sure success in requirements analysis and specification publishing.

The first practical examples of mobile communications were used in many countries like the USA, the UK and Germany in military services, and played a significant role in the First World War to transfer important information from the front to headquarters to take further actions. Good and secure wireless communications were an important need for all military services – army, navy and air force. In this respect, the Second World War was a big experimental battlefield for the development and evolution of mobile radio. Although state of the art in many typical machine learning tasks, deep learning algorithmsareverycostly interms ofenergyconsumption,duetotheirlargeamount of required computations and huge model sizes. Because of this, deep learning applications on battery-constrained wearables have only been possible through wireless connections with a resourceful cloud. This setup has several drawbacks. First, there are privacy concerns. Cloud computing requires users to share their raw data—images, video, locations, speech—with a remote system. Most users are not willing to do this. Second, the cloud-setup requires users to be connected all the time, which is unfeasible given current cellular coverage. Furthermore, real-time applications require low latency connections, which cannot be guaranteed using the current communication infrastructure. Finally, wireless connections are very inefficient—requiringtoo much energyper transferredbit for real-time data transfer on energy-constrained platforms.
