<TD class=text height=25> 经常外出的人都知道，坐火车可以在火车发车前几分钟通过检票口进站上车，但为什么乘飞机要在航班起飞前30分钟办乘机手续，大都所知甚少。那么，为什么要规定在航班起飞前30分钟停止办理乘机手续呢？ <BR><BR> 首先，要明确何谓起飞时间？根据民航有关规定，民航班期时刻表向旅客公布的起飞时间系指地面保障工作完毕，飞机关上客、货舱门的时间，而不是飞机离地升空的时间。 <BR><BR> 其次，要知道停止办理乘机手续到关机门之间，机场工作人员有哪些工作要做？据了解，主要有以下工作要做： <BR><BR> 一是运输值机、配载人员要结算旅客人数、行李件数，结合货运装运情况计算飞机载重，画出平衡表及重心位置，做好舱单后送交机组签字。 <BR> 二是要将旅客托运的行李核对清楚后装运飞机。 <BR> 三是要对办完乘机手续的旅客进行安全检查。 <BR> 四是广播通知旅客到指定登机口检票，并引导旅客登机。如登机旅客须使用摆渡车运送；则耗时要长。 <BR> 五是清点机上旅客人数、与地面检票情况进行核对。 <BR><BR>综上所述，从停止办理乘机手续到关机门这30分钟时间内，机场方面还须做大量的工作。稍有延迟，就可能造成航延误。为让旅客有足够的时间办理乘机手续，民航已在《公共航空运输服务规则》中明确规定，100座以下飞机开始办理乘机手续的时间不迟于起飞前60分钟、100座以上飞机不迟于90分钟。为保证航班正点起飞，机场方面必须严格执行提前30分钟停止办理乘机手续的规定，因此，广大旅客要有牢固的守时意识，按时到机场办理乘机手续，到指定区域侯机。 <BR><BR> 在办完乘机手续后到飞机滑行到跑道头的30分钟内，民航工作人员要进行三个方面的工作： <BR><BR> 一、值机人员要结算旅客人数，行李数件、重量、货物件数、重量、邮件等，并根据以上数据进行载重平衡的结算（载重平衡结算要画平衡图，计算重心位置），然后做好舱单，送上飞机交机组，飞机方可放行，这些工作大约需要15分钟左右； <BR> 二、在进行上述工作的同时，广播室通知旅客开始登机，服务员要核对登机牌，清点人数。旅客上了飞机后，乘务员要再次清点人数，防止有人漏乘，然后进行飞机起飞前的准备工作，给旅客讲解有关注意事项和机上设备使用方法，检查行李架上的行李是否放好，旅客的安全带是否系好等工作。搬运队还要往机舱内装行李、货物、邮件，以上工作虽是同步进行，但全布完成需要20分钟； <BR> 三、剩下10分钟是飞机关好舱门滑行到跑道起始点所需的时间。所以飞机离开地面30分钟应停办乘机手续，否则航班就会延误。</TD></TR></TBODY></TABLE> </p></td>
