在会议上决定，一旦省垣失陷，军政两署将移驻海伦，与哈埠抗日军队成为犄角之势，主要阵地放在克山、拜泉、泰安镇一带，继续抵抗日军。<br />
<br />
同时决定将库存步枪余支，子弹数百万粒，连同其他军用物资连夜秘密运往泰安镇，然后分存到东荒各县，已备将来补充部队时使用。<br />
<br />
这一重要决议严密绝守，不但对日军，对自己的军队也一样保密，马占山不想让三间房的抗日将士们知道这个消息，那样会影响战斗意志。<br />
<br />
马占山其实很清楚自己在干什么，他明知凭着自己这点实力，根本不可能战胜来犯的强大日军，可是这第一枪还是要打。<br />
<br />
这一战的意义绝不仅仅是打一场胜仗那么简单，它代表着一个民族的精神……<br />
<br />
而占领了江桥地日军在当天中午又派林义送来了本庄繁的通告，提出三点要求：<br />
<br />
第一，马占山必须下野；<br />
<br />
第二，中国军队由由省垣齐齐哈尔撤退；<br />
<br />
第三，日军部为保证洮昂路的安全，将向洮昂路昂昂溪行动。<br />
<br />
马占山立即向在北平的张学良做了请示。<br />
<br />
而这个时候天天被人叫成“不抵抗将军”地张学良，这个时候终于缓过了一点劲来，琢磨着放弃东三省对自己的影响和损失实在太大了。<br />
<br />
于是，张学良在拍给马占山的电报里只有六个字：<br />
<br />
“饬死守，勿退却！”<br />
<br />
这六个字的答复大有学问，在奉天的郑永已经态度鲜明的站到了国民政府的蒋总司令一边，蒋总司令绝对有那资格告诉全国民众自己是坚持抵抗的。<br />
<br />
总算现在还好，自己这冒出了个马占山，冒出了个江桥来……<br />
<br />
当夜，马占山回复日方，这一份回复几乎让日方人员气得吐血：<br />
<br />
（一）下野本无不可，但需由中国中央政府命令，派人前来，方能交代，如张海鹏一类者，虽有中央命令亦不交与政权；<br />
<br />
（二）关于退兵一事，在我国领土，我自有权，非日本所能干涉；<br />
<br />
（三）昂昂溪车站为中国与苏联合营地铁路站，贵军要求进兵，殊与芳泽代表在国联所声明地日本无领土野心一语自相矛盾。且余奉令保守疆土，在未奉到命令让渡与日本前，碍难照办，同时在法律、实事两方面，亦非贵国所应要求……<br />
<br />
其实，在此之前关东军司令本庄繁已经给马占山发了通告，无非也是要求马占山下野，那一次马占山连理都没有理日本人。<br />
<br />
这一次日军在还未得到答复之前，就已经在前线采取了军事行动。<br />
<br />
日本人有个习惯，他们非得在打之前找个借口，比如“.事变”，仿佛有了借口。之后干什么事情就都心安理得似的，也不知道是在骗别人还是在骗自己。<br />
<br />
不过这一次他们无论找出什么样借口都没有用了，因为他们在两处地方遇到了两个在日本人看来态度强硬得简直让人难以理喻地中国军人：<br />
