When new version of Olson's public zone info is released ...

1. Update *ALL* data file, not only updated file. 

2. Update VERSION file besides Olson's data file.
   This file has version information of Olson's data in this directory,
   and is used to record that which version of Olson's data is used to
   generate zoneinfo file(zi.jar).
