Reference Implementation of G.711 standard and other voice codecs

The contents of this directory is preliminar and not all programs work properly, 
in special ldcdec.c and wsnr.c. The othe, namely cwcomp.c and snr.c have been 
tested to work properly on a Sun workstation. Portability test is still needed.
