When I try to open a file using the skeleton app generated by HOOPS wizard it crashes. I switched back to 12.06 after it. About the usage for this two functions, you can get further information through the help docs for ACIS. For the particular entity, you have to identify it through certain criteria, it depends on your specific case.The restoring and saving process are taking use of "ENTITY_LIST" and the entities in the list should bare BODY level hierarchy to be saved.
