minimal python variant for small footprint apps like embedded apps

This is the source to the standard GLib shared libc library
provided with prc-tools distribution.  It has been modified
slightly for our use, but we intend to eliminate our dependence
on it by substituting PalmOS equivalents.  This is on our
near term TODO list.
