<td style="line-height:25px; font-size:12px; padding-left: 8px; padding-right: 8px"><P>甘肃天水“高考(unjs.com)替考案”似乎已接近尾声——从替考者、被替考者，到涉案教师、民警、官员，该查的被查，该抓的被抓。但如此“杀鸡”未必能够“儆猴”。</P>
<P>据悉，此次甘肃天水高考舞弊案中的21名被替考者均系“高考移民”。“高考移民”这个词对人们来说应该并不陌生。2005年海南省发现近1万名“高考移民”；2006年高考前夕，天津市取消了河北沧州100多名考生的报考资格；2007年，内蒙古自治区查处了459名“高考移民”。</P>

<P>也有一部分网友表示同情，认为责任不在考生，正如一名新华网网友所言：“如果考分一样，他们还会千里之遥地跑到外地去考吗？”</P>
<P>更有一些网友将矛头直指“教育公平”。一名百度论坛网友说：“教育政策一天不安民心，你就别想堵得住高考移民。”</P>
<P>既然不能完全责怪“高考移民”，那就对他们“从轻发落”吧。但有网友坚决反对——“作为一名学生，我希望能严一些，这才是公平的。不然还会有更多的移民出现，对当地考生不公。”（腾讯网网友）“在古代替考就是重罪，现在也应当严惩，不能坏了根！”（人民网网友）</P>
<P>很多网友指出，高考录取分数线的不同，并不能成为“高考移民”发生越轨行为的理由。“高考移民”更不能拿一些民众的同情来为自己的错误开脱，因为他们的行为让当地考生蒙受了不公平竞争的阴影。</P>
<P>“公平、不公平是相对的，我们应该从自己做起维护这个社会的公平！”一名网友说。另一名网友指出，“高考移民”在多数情况下是受“父母之命”的，而这正是悲剧的可怕所在。作为一个有独立人格的成年人，考生自己要有诚实守信的意识，知道要对自己一生的名誉负责。此外，家长们也要意识到，高考只是孩子人生中的一个阶段，“高考移民”的做法即使成功了，对他们的一生都有害。</P>
<P>如何对考生的考试诚信进行“约束”，让教育部也煞费苦心。现在对一些统一考试，教育主管部门都要求考生签订“考生考试诚信承诺书”，保证文明应试。但高考作弊案年年发生，让这类“一纸承诺”反倒显得像是掩耳盗铃。我们是世上公认的考试大国，照此下去，我们是否也将成世界公认的“作弊大国”了？到那时，13亿人何堪其辱！</P></td>
