<td style="line-height:25px; font-size:12px; padding-left: 8px; padding-right: 8px"><P>昨日记者获悉，为全面提高本科教育教学质量，本市启动“天津市高等学校本科教学改革与质量建设研究计划”，并将择优重点建设一批特色专业建设点。按教育部要求，日前启动“第一类特色专业建设点”遴选工作，今后教学改革将紧贴经济社会发展需要培养人才，由产业</P>
<P> 、行业和用人部门共同研究课程计划，要求学生到工厂实习时间不少于半年，专任教师到相关产业领域一线学习交流等。</P>
<P> 据悉，“十一五”期间，教育部将择优重点建设3000个左右特色专业建设点。特色专业建设点分为“第一类特色专业建设点”和“第二类特色专业建设点”两种类型。其中，“第一类特色专业建设点”的建设目标在于适应国家经济、科技、社会发展对高素质人才的需求，引导不同类型高校根据自己的办学定位，发挥已有的专业优势，办出专业特色，推进高校专业建设与人才培养紧密结合国家经济社会发展需要，为同类型高校相关专业建设和改革起到示范和带动作用。</P>
<P> 今后，“第一类特色专业建设点”将通过一系列教学改革，培养一批适应经济社会发展需求的专门人才。</P>
<P> 改革人才培养方案，构建经济社会发展需要的课程体系。加强相关产业和领域发展趋势和人才需求研究，形成有效机制，吸引产业、行业和用人部门共同研究课程计划，制定与生产实践、社会发展需要相结合的培养方案和课程体系。</P>
<P> 改革课程教学内容，加强新教材建设。课程内容要充分反映相关产业和领域的新发展、新要求，减少陈旧内容。有较高外语要求的，要加强国外优秀教材的引进和使用，大力提升双语教学的质量。</P>
<P> 改革教师培养和使用机制，加强教师队伍建设。完善校内专任教师到相关产业和领域一线学习交流、相关产业和领域的人员到学校兼职授课的制度和机制。建立教师培训、交流和深造的常规机制，形成一支了解社会需求、教学经验丰富、热爱教学工作的高水平专兼结合的教师队伍。</P>
<P> 改革实践教学，推进人才培养与生产劳动和社会实践相结合。要建立学生到工厂、企业、农村、社会等实践教学基地开展实践实习的有效机制，实践实习的时间原则上不少于半年。要建立学校、用人单位和行业部门共同参与的学生考核评价机制。</P></td>
