<P>由中国文学艺术界联合会、中国共产主义青年团中央委员会、中华全国妇女联合会联合主办，中央精神文明建设指导委员会办公室、教育部艺术教育委员会、文化部社会文化图书馆司和中央电视台青少节目中心联袂支持，中国舞蹈家协会承办的“新农村少儿舞蹈美育工程”全国启动仪式于2007年12月7日下午三点在人民大会堂举行。 </P>
<P>“新农村少儿舞蹈美育工程”是在响应党的十六大、十七大建设社会主义新农村、努力丰富农村精神文化生活、加强城乡文化协调发展的伟大号召下，根据我国改革开放新时期的总体目标和规划，为广大农村少年儿童量身定做的一套以舞蹈美育为主要手段，以千万农村儿童为实施对象，立足基层，放眼未来，为中国特色的社会主义的宏图大业立德树人的一项长期而务实的美育工程。在中国广大的农村，生活着亿万少年儿童，他们不仅将是新农村的主体，更是国家的未来和希望。少年儿童时期，正是体认文化知识，养成文明举止，陶冶高尚情操的关键时期。长期以来由于我国城乡文化水平存在的差距，农村少儿所受到的包括舞蹈在内的文化艺术的培养相对欠缺。舞蹈作为一种能够启迪智慧、谐和人伦、养成风纪的艺术形式，理应尽早为广大的农村少儿所拥有。我国现正处于全面建设小康社会的关键时期，随着我国农民生活水平日益提高，他们对精神文化的需求也在不断增长，为繁荣农村文化建设，需要培养有文化、懂技术、会经营的新型农民。从一定意义上说，要真正解决“三农”问题，重要问题之一是提高农民的综合素质，而素质的培养，要从农村的孩子入手，切实抓住少儿这一艺术素质教育的最佳时期，将爱国主义教育、社会主义道德风尚教育和舞蹈美的观念、方法输送到广阔的农村天地，为此，经调查研究，于2006年3月，本项工程的承办单位中国舞蹈家协会责成其下属的舞蹈培训学校，提出了“新农村少儿舞蹈美育工程”项目计划。 </P>
<P><BR>在有关领导和部门的支持关怀下，本项工程自2006年起即已由中国舞蹈家协会组织开展了教材编排及论证，试点实施和验收等一系列工作，至今已经在陕西、河北、广东、江苏、黑龙江、辽宁、上海</P>
<P>湖南等地成功举办了20个试点教师班。每到一地，试点教师班都受到了广大农村教师和儿童的热烈欢迎，各地宣传部门反响强烈，教育文化部门踊跃申请办班。大家评价说，这是一项美育素质教育从农村娃娃抓起，精神文明建设真正落到实处的好项目，功载千秋，泽披万代。 </P>
<P>党的十七大胜利召开的强劲东风，更是带动着这项工程加快了推进的步伐。“新农村少儿舞蹈美育工程”启动之后，在2007年为全国农村小学免费培训5000名舞蹈教师的基础上，将于2008-2010年计划为全国农村小学、幼儿园培训10000名农村舞蹈教师，在10000所以上的农村小学开展舞蹈美育素质教育，这将真正惠及全国千万农村少年儿童，真正让千万农村少儿享受到跟现在城市孩子一样的艺术滋养。 </P>
<P>这项宏伟工程的重要基础之一，是一套适合农村少儿学习和生活实际的舞蹈教材。由中国舞蹈家协会组织编纂完成的“新农村少儿舞蹈美育工程教材”，经先后在北京市顺义区、山西太原、甘肃兰州等地举办了五个教材试验班，对教材进行初稿试验，听取了参加培训的教师的意见后，先后对教材进行过多次修改。至今，已有约3000名4-12岁的少年儿童学习了试验教材，农村少儿和教师们反馈的意见和提出的建议，也在教材修订中补充进去。现在，经进一步修订的教材已经出版，编入教材的舞蹈有《我的身体》、《刷牙歌》、《当我们同在一起》、《升旗仪式舞》、《咏鹅》等，这些贴近农村生活的实际，符合农村少年儿童的生活和情趣的舞蹈，更为广大农村少儿喜闻乐见，更加平易朴实，通俗易学。新闻发布会现场，来自革命老区延安安塞县和江苏新沂市、北京顺义区的百名农村儿童将在地方宣传部长、教育部门负责人的带领下做教学汇报表演——农村少儿已经舞了起来！ </P>
<P>一位农村小学生说：“我想跳舞，能像城里的孩子一样跳舞”。孩子的心声道出了对素质教育的渴望，道出了对城乡一体化的渴望。艺术教育推广机构——“天天艺术”闻知此事后，认为该工程能给孩子们做点实事，是一件大好事。在7日下午的启动仪式现场，“天天艺术”副总吴海文现场向主办单位捐赠价值250000元的舞蹈教学及欣赏音像资料，委托其将这些包括“第七届桃李杯全国舞蹈比赛”、“全国城区少年宫优秀舞蹈展演”等在内的5400个包装的节目交给“新农村少儿舞蹈美育工程”扶植的学校和单位。中国舞蹈家协会分党组书记、“新农村少儿舞蹈美育教材”主编冯双白博士欣然接受了捐赠并授之以彰牌表示对“天天艺术”的感谢。“天天艺术”承诺，今后每年，向该工程捐赠不少于30万的音像资料表示支持。</P></td>
