<center>免费师范制度培养出最好的学生</center>

<td style="line-height:25px; font-size:12px; padding-left: 8px; padding-right: 8px">上世纪90年代末以来高等教育改革当中，师范大学经历扩招、学校合并，大多数地方都是把当地原有的师范院校合并成一个综合性大学。 <BR> 这些追求研究性、综合性的大学一窝蜂地放弃师范教育。师范教育的功能和位置极大地边缘化了。 <BR> 此时，师范教育的外部环境发生了很大的变化，学生不再由国家免费培养，不再是由国家负责分配工作，师范教育不像1980年代以前对中学生有很强的吸引力；另一方面，师范教育的培养体系更加多样化，不限于纯粹由师范院校来培养，通过建立教师资格认证制度，教师上岗资格制度，北大、清华毕业的学生也可以来当教师。 <BR> 所以这个体系1990年代末以后被破坏，有一定的合理性。同时，原来的体系存在的前提也发生了变化，就是这一轮高校扩招、合并当中不切实际的追求大学校高学历，这个是更为根本的。 <BR> 经过这些年的改革，基层教师的问题越来越突出。一方面我们培养重心提高，对小学教师要求有大专学历，中师一级院校被大量取消。学历提高以后，大专毕业生很难下到农村小学，因为他有了大专学历，他在大城市上了学，再想让他留到最偏僻、最边远的基层这是很困难的，能够在农村留得住用得上的都是本土的教师。 <BR> 那些大量撤并中师的省份的贫困边远地区、农村基层的小学教师数量严重不足。在这个背景下，温总理重新提出来要恢复师范教育的属性，师范教育培养出最好的学生，能够提高教师质量，所以这个政策的针对性和问题都是非常清晰、明确的。 <BR> 问题关键在于：师范生免费制度是否应该首先在6所师范大学部属高校进行？新疆的学生在北京、上海接受师范教育，如果能够回新疆留在乌鲁木齐，或者留在某一个地级市重点学校，他不可能到边远地区的教学点上去。如果这次进行免费师范生教育的是青海师范大学、兰州师范大学，或者是天水师范学院，那学生就能够真正下到地方的基层了。 <BR> 中央第一批选择6所教育部属师范院校，是因为操作比较容易，用的是中央财政的钱。中央希望这个政策能产生一定的示范性，希望各个省能用地方财政也推进免费师范教育。我最近刚从杭州回来，浙江就决定今年在浙江推行省属师范院校的免费生政策。但是这里面有一个问题，地方政府要有一定的财力，因为省属高校是由地方财政来支持的。 <BR> 但在最贫困最需要基层教师的西部地区，尤其是甘肃、青海、新疆、贵州、陕西，地方财政没有能力实行免费师范教育。所以这个政策要真正收到实效，恐怕还应该由中央对这些省份进行财政转移支付，要有跟进的措施。 <BR> 至于10年合同服务期，不能长短论。10年中规定有2年必须在农村小学，这才是这个制度的重心所在。因为真正短缺老师的是农村基层的小学，但因为你在北京上海培养，所以不大可能到基层去当农村小学老师，最多能到中心学校就很不错了。 <BR> 如果这个制度是在西部地区的师范大学，那吸引力会更强。西部地区大学贫困生的面积之大，像青海的师范大学，百分之五十的学生都是贫困生，如果给他们这样的免费师范制度，还解决工作，我想效果会更好。</td>
