<P> 上述消息人士表示，信产部对发展网络电话的初步方案是：先向国务院国资委下属一家公司发张第一张VoIP运营牌照，作为网络电话的试点，2007年彻底放开VoIP市场，到时电信运营商和虚拟电信运营商都可以向信产部申请VoIP运营牌照。
<P> 据透露，来自华南的一家公司将成为这家将获得VoIP牌照的公司的全国独家代理，不仅负责VoIP全国运营工作，还要承担全国的VoIP技术和运营平台的搭建工作。
<P> “到本月20日，第一期VoIP的技术平台将搭建完毕。”该消息人士表示，前几天信产部还特意派人来考察这家华南公司的VoIP项目的进展，并根据项目进展情况来确定VoIP其他工作的时间表，估计5月将出台VoIP的行业运营准则，VoIP牌照发放的时间最迟不会超过6月。
<P> 据悉，目前已经确定VoIP网络电话将不采用流量计费的方式，而是统一采用包月制，每台机每月400元，包打国际国内长途。由于VoIP的超低通话成本肯定会对传统电信运营商的业务产生巨大冲击，该人士对即将获得VoIP牌照的公司名称讳莫如深，但他表示该公司并不是运营商。
<P> <STRONG>运营商幕后支持</STRONG>
<P> 不过，业内普遍认为，没有运营商的支持，VoIP必然遭遇封杀的命运。
<P> 去年9月，深圳某中国电信宽带用户因为使用SkypeOut而被当地运营商关闭了上网权限。随后，这股封杀之风瞬间内在中国内地的两大固网运营商(中国电信和中国网通)的主要“领地”愈演愈烈，广东、广西、四川、江苏等省区相继出现封杀VoIP事件。
<P> “没有运营商肯定不行，此次VoIP试点也得到了电信运营商的支持。”该人士透露，这家华南公司在国内北方地区将采用中国电信的网络，在南方地区采用网通的网络，而海外则采用和记黄埔的网络，以方便国际长途的网间结算。
<P> 据介绍，该华南公司在珠江三角洲已经有2000多VoIP用户，由于VoIP用户达到1万户以上时就必须扩容。目前该公司已经在北京和深圳两地布好了VoIP服务器和基站，基站就安装在中国电信和中国网通的机房里。
<P> “接下来视VoIP的发展情况，再进一步补充各地的基站数量。估计在中小企业密集的东莞、惠州和佛山等地都要配备基站。”该人士表示，由于牌照还没有最终落定，一切都充满了变数。
<P> 不过，记者从长城宽带公司内部了解到，今年长城宽带也将VoIP作为重点发展方向之一。跟上述的公司有点类似，长城宽带也是在北方地区与中国电信合作，在南方地区与中国网通合作，长城宽带充当一个代理商的角色。
<P> “VoIP的优势就是成本低，大家都不想在自己的强势区域开展VoIP业务，来冲击自己的业务收入。”该人士表示，各大运营商进入对方经营领地的最好办法就是拓展IP电话业务，而VoIP无疑是运营商进攻的最佳利器。据悉，现在长城宽带代理的VoIP业务有PC -PC、PC -PHONE、PHONE对PC等多种方式。</P>
