“电信收费中的欺诈现象花样百出，不断翻新，让用户防不胜防，既损害广大用户的利益，也扰乱了电信市场，成为社会公害。”全国政协委员陆锡蕾说起电信乱收费现象就义愤填膺。
<P><STRONG> 现状调查</STRONG>
<P><STRONG> 六成多手机小灵通遭遇欺诈收费</STRONG>
<P> 陆锡蕾委员说：“据调查统计，全国６０<!--ADV_CONTENT-->％以上的移动电话用户和小灵通用户遭受过电信服务欺诈性收费。平均每年每部３０元，照此比例估算，全国每年产生的电信欺诈性收费高达７０亿元以上。能够通过投诉或诉讼获得返还的数额微乎其微。”
<P> 那这些电信欺诈收费为何屡屡得逞呢？
<P> 陆锡蕾委员说，首先电信运营商为信息服务商提供服务时收取１５％左右分成的“行规”，使得电信运营商与信息服务商之间形成了共同利益，进而使得电信运营商姑息、放纵信息服务商的非法行为。
<P> 其次，电信乱收费的违法成本过低。比如，一个几元的信息服务项目，代扣数百万甚至数千万用户后，获利甚巨。但只有少数用户会查询发现，只有更少数的用户会投诉索赔，在投诉索赔过程中能够坚持下来的用户更少，从而使得这些非法行为的赔偿风险很低。
