This tests ordinary Opportunistic Encryption.

East is configured to do full OE to the westnet and fail to clear.
Sunrset is alive on the westnet.
It has two westnet IP addresses: .1 (not OE) and .3 (OE).

East pings:
	1 to west (192.1.2.45) [clear]
	8 to westnet's .1 [clear]
	8 to westnet's .3 [encrypted]
	1 to west [clear]

Note that west is configured to do passive OE.  It will not initiate.
