Why not use available commercial systems?

Unless you want to innovate or need a testbed for your new algorithms, etc.,
you really don't need to do it again. 

For example, MSSQL Server should have already had preliminary support for
the new XQuery standard (XQL is obsolete).

Another major design concern is your workload. If you are mainly doing 
document fragment retrieval, you may try some native XML DBMS.
