Workshop is not conference because it usually does not publish
proceedings and may have only limited number of attendees. So, most
workshop does not ask for registration fee. However, many workshops
require their attendees registrate for the main conference, and 
it is not wise to attend a workshop without attending the main conference,
because the travelling and hotel fees are almost the same. 

Attn: after your paper being accepted, you MUST attend the workshop and 
present your paper (at least have a representative to do so for you) 
except that you withdraw the paper early enough. Otherwise your name will 
appear in the "black-name-list", which means your paper won't be accepted 
by the workshop in the future. Sometimes it also means your paper won't 
be accepted by the main conference, or some other conference/workshops 
organized by those organizers in the future. Don't risk yourself if you
hope to have an academic life.
