Web Intelligence (WI) is a new direction for scientific research and developme
nt that explores the fundamental roles as well as practical impacts of Artific
ial Intelligence (AI) and advanced Information Technology (IT) on the next gen
eration of Web-empowered products, systems, services, and activities. It is th
e key and the most urgent research field of IT in the era of World Wide Web an
d agent intelligence. The 2003 IEEE/WIC International Conference on Web Intell
igence (WI 2003) is a high-quality, high-impact conference, which is jointly h
eld with the 2003 IEEE/WIC International Conference on Intelligent Agent Techn
ology (IAT 2003). TheIEEE/WIC 2003 joint conferences are sponsored and organiz
ed by IEEE Computer Society Technical Committee on Computational Intelligence
(TCCI) and by Web Intelligence Consortium (WIC), an international organization
dedicated to the promotion of world-wide scientific research and industrial d
evelopment in the era of Web and agent intelligence.
Following the great success of WI 2001 held in Maebashi City, Japan in 2001 (h
ttp://kis.maebashi-it.ac.jp/wi01/), WI 2003 will provide a leading internation
al forum for researchers and practitioners (1) to present the state-of-the-art
WI technologies; (2) to examine performance characteristics of various approa
ches in Web-based intelligent information technology; and (3) to cross-fertili
ze ideas on the development of Web-based intelligent information systems among
different domains.
By idea-sharing and discussions on the underlying foundations and the enabling
technologies of Web intelligence, WI 2003 is expected to stimulate the future
development of new models, new methodologies, and new tools for building a va
riety of embodiments of Web-based intelligent information systems.

High-quality papers in all WI related areas are solicited. Papers exploring ne
w directions will receive a careful and supportive review. All submitted paper
s will be reviewed on the basis of technical quality, relevance, significance,
and clarity. Note that WI 2003 will accept ONLY electronic submissions, conta
ining both LaTeX (or MS-Word) and PostScript (or PDF) versions. The conference
proceedings will be published by IEEE press. More detailed instructions and a
paper submission form can be found from the WI 2003 homepage.

WI-2003 also welcomes Industry Track submissions, Workshop and Tutorial propos
als.
A selected number of WI 2003 accepted papers will be expanded and revised for
inclusion in Web Intelligence and Agent Systems: An International Journal by I
OS Press and in Annual Review of Intelligent Informatics by World Scientific P
ublishing. The WIC best paper awards will be conferred on the authors of the b
est papers at the conference.
