There is one vldb paper this year about approximately counting frequent 
item and itemset. 

I am not in this area but I doubt if there will be a good solution to mining
association rules on stream data. The complexity of the problem for 
normal data is exponential and that might be a really hard problem to 
reduce it to polynomial time or linear time problem.
