My earlier reply is only limited to the scope of database journals. things 
might be differnt for AI or other fields.

Top DB conferences is the best way to capture the trend as well as the 
latest development in DB areas. in contrast, DB journals usually require
a more complete work. Due to the long review process, the reported works
are usually not that up-to-date.

So a common practice is to submit your work to a conference, and later, 
submit a longer version to a journal if the work is complete. After that, 
the only thing you can do is to wait and wait, :p. So, if one wants to 
have journal publications, he either need to submit it as early as poosible
or try some special issues.
