There are quite some literature on similarity measures among tree-structured
data. This is first studied in the context of text document db, and there is
one recent paper (from wisc, submitted for publication) to apply those 
techniques to XML documents. My friends also worked on this topic and 
submitted a paper to SIGMOD 02.
