For my limited experience, 
English papers are easier to be accepted by JOS than Chinese papers.
Maybe this is because that it is trying to make itself become an international
 journal.

However, I think it is still one of the journals with highest quality
(maybe the journal of highest quality) in China.
The review process of JOS is even more strict than another well-known
cs journal, JCST, for its SCI-Expanded-indexed.

Anyway, for a student, 
the paper quality is the first thing he/she should care.
Representation is the second, maybe.
