%  plotArc -- plot an ARC segment in current axis
%   Usage
%     p = plotArc(center,Tmin,Tmax,Ravg,color,res)
%   Inputs
%     center  coordinates of the center of the circle on which the arc is segmented.
%             center = [centerX, centerY]
%     Tmin,Tmax  range of angles (in radians) for which the arc segment is to be drawn
%             Angle is clockwise from 12:00 position. (0 == vertical up)
%             (Tmin < Tmax) ,    Tmin,Tmax in [0..2pi]
%     Rad     radius of the arc segment (relative to the origin).
%     color  color of plotted arc
%     res - resolution of the printed arc, (res determines the number of points to use
%             in the polyline description of the arc. Default is 100.
%   Outputs
%     p  handle to the arc segment
