 The General Office ...]]></description><full-text><![CDATA[China's top legislature on Wednesday publicized a draft of the Water Pollution Prevention and Control Law, which promises heavier punishments for water polluters and irresponsible officials, to solicit public opinion.

 The General Office of the Standing Committee of the National People's Congress (NPC) publicized the draft, which has been submitted to the 29th session of the NPC Standing Committee for the first review, inviting the public to convey their opinions through the standing committees of provincial or municipal people's congresses, the Law Committee of the NPC or the NPC website.

 All the opinions will be collected and submitted to the law committee by October 10, according to the NPC general office.

 According to SEPA statistics, the country saw 1,406 environmental pollution accidents in 2005, 49.2 percent of which involved water pollution.

 The draft law stipulated the amount of pollutants discharged into water by a factory should not exceed the limit set by national or local regulations, and offenders will be fined 100,000 to one million yuan.

 Those who discharge pollutants to drinking water sources will be fined 100,000 yuan to 500,000 yuan, the draft amendment said.

 Environmental protection officials who fail to set up a water pollution

 emergency response scheme, or delay reporting and hide water pollution accidents will receive administrative punishments or even criminal charges, according to the draft bill.

 Factories that reject supervision and examination from environmental protection departments will be fined 10,000 yuan to 100,000 yuan, the draft amendment said.

 After the first reviews, the NPC made the decision to publicize the draft law to solicit public opinion and amendments based on public opinion will be submitted for further review.

 China is ready to actively participate in discussions on environmental protection, China's Vice Foreign Minister Zhang Yesui told an informal meeting on environmental protection and sustainable development.

 The two-day ministerial environmental meeting opened here Monday, gathering representatives from 22 countries and the UN.

 Zhang, head of the Chinese delegation to the meeting, said the environmental problems boil down to the issue of development.

 Three principles in dealing with the problems should be established, Zhang said.

 The first principle to meet environmental challenges is to ensure a balanced development of economy, society and environment, the Chinese official said.

 Secondly, any measures in this regard should be taken in the framework of UN reforms, especially in reforms of its branches in charge of economic and social affairs, he said.

 Finally, short-term measures and long-term targets in environment protection should be differentiated.

 In dealing with environmental protection, the international community should try its best to carry out the widely-recognized measures while continue to discuss those with disputes, Zhang said.

 The role of the UN Environmental Program should be enhanced and its efficiency and ability in tackling the problems strengthened to promote coordination between multilateral environmental protection conventions, provide steady and sufficient fund for global fight against environmental degradation and render technical support for developing countries.

 The participants discussed a variety of issues including challenges in environmental protection and cooperation in sustainable development.

 Zeng put forward four-point proposal to improve Sino-Omani relations, including maintaining mutual respect and equal treatment; conducting reciprocal cooperation; promoting personnel exchange; and enhancing cooperation in the international and regional arena.

 "Chinese government attaches importance to the relations with Oman and would like to strengthen the cooperation," he said.

 Hailing the smooth progress of relationship since the two countries forged diplomatic ties in 1978, Zeng particularly mentioned the fruitful cooperation on trade and energy resources, as well as on education, culture, and public health.

 Mahfoodh said Oman will continue to further relations with China.

 Mahfoodh headed a delegation to visit China from Sept. 4 to 10 at the invitation of Wu Bangguo, chairman of the Standing Committee of the National People's Congress(NPC).

 The death of Whang Joung-i ...]]></description><full-text><![CDATA[The death of a senior diplomat of Republic of Korea (ROK) in China was not caused by food-originated diseases, although he died after eating a tuna sandwich, Chinese Health Minister Chen Zhu said on Wednesday.

 The death of Whang Joung-il was not caused by food related diseases, and "I was 100 percent sure" of that, Chen said at a press conference in response to a question raised by a Wall Street Journal reporter.

 The Ministry of Health has organized authoritative experts to conduct medical test on Whang's case to find out the cause of his death and the result had been handed out to the ROK side via diplomatic channels, Chen said, adding the ministry was looking forward to exchange ideas with the ROK in order to further determine the cause.

 Chen said he had read a report from a ROK media that quoted a leading ROK institution that Whang's death was caused by excessive work and cardiologic diseases.

 Whang, 52, a major diplomat at the ROK embassy in Beijing, suffered severe stomach pains and vomiting after eating a sandwich bought nearby on July 28. He was brought to the Beijing's Vista Clinic the following morning and died two hours later.

 "Minister Whang was an old friend of China. We feel grieved about his death, and I want to take the opportunity to express our condolences to Whang's family and the ROK People," Chen said.

 He said Whang had made great contribution to the Sino-ROK relationship, and "any media reports that play up his death were a disrespect to him and not humanitarian".

 During his meeting with David Hawker, speaker of the Australian House of Representatives, and Alan Ferguson, president of the Australian Senate, Wednesday morning, Hu lauded the two countries' legislatures for promoting the friendship between the Chinese and Australian people and the comprehensive cooperation between the two nations.

 With the development of bilateral ties, the two countries have enhanced their political mutual trust and made remarkable progress in economic and trade cooperation, said the Chinese president.

 The two countries have coordinated closely in handling regional and world issues, he added.

 "The development of China-Australia relationship serves the fundamental interests of both countries and peoples and has enhanced peace, stability and prosperity in our region and the world at large," Hu said.

 "China would work together with Australia to increase mutual trust, expand common ground, deepen cooperation and boost the growth of China-Australia ties," the Chinese president said.

 For his part, Hawker said Australia would firmly adhere to the one-China policy.

 He said bilateral relations have maintained a strong momentum of growth, with high-level exchanges increasing and economic and trade cooperation expanding. China will soon become Australia's largest trading partner, he said, adding that he hopes bilateral ties would develop further.

 Ferguson said that in recent years, the Chinese National People's Congress and the Australian parliament have kept frequent exchanges of visits, which have promoted the development of bilateral ties.

 He hoped that the legislatures of the two countries would continue to play an active role in expanding the mutually beneficial cooperation.

President Hu is on a state visit to Australia and will also attend the Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) slated for Sept. 8-9 in Sydney.

 "By June 30 ...]]></description><full-text><![CDATA[China's rural cooperative medical insurance system, initiated in 2003 to offer farmers basic healthcare, has covered more than 80 percent of the country's rural population, China's health minister Chen Zhu said on Wednesday.

 "By June 30, about 720 million farmers had joined the scheme, accounting for 82.8 percent of the total rural population," Chen said at a press conference held by the Information Office of the State Council.

 Meanwhile, the rural medical cooperatives have expanded to 2,429 counties, county-level cities and city districts, covering approximately 84.87 percent of the country's rural areas, Chen said.

 "By 2008, we hope the rural cooperative medical insurance system will cover all the country's rural areas," Chen said.

 The four-year old rural medical insurance system is seen by many as a way to prevent Chinese farmers with virtually no medical insurance from being vulnerable to accidents or disease.

 Under the scheme, a participant pays 10 yuan (1.3 U.S. dollars) a year, while the state, provincial, municipal and county governments supply another 40 yuan (5.2 U.S. dollars) to the fund.

 When rural residents fall seriously ill, a proportion of hospital expenses will be covered from the pooled insurance. The rate of reimbursement varies according to different kinds of illness and the actual cost of medical expenses incurred. But many rural residents still complain that the percentage of medical costs covered by the insurance scheme is still inadequate.

 Chen said a total of 24.147 billion yuan (about 3.17 billion U.S. dollars) was pooled for the fund within the first half year, including 1.47 billion yuan of central government subsidies, 13.08 billion yuan from the local government and 9.2 billion yuan from rural residents themselves.

 "A total of 13.34 billion yuan was used within the first six months of this year as reimbursement to the farmers," Chen said, adding that 82.5 percent of the money went on in-patient charges and about 14.85 percent for out-patient services.

 The rural healthcare system was once a core element of Chinese socialism. After the founding of the People's Republic of China in 1949, rural people had access to subsidized health clinics run by "barefoot doctors", who were basically middle-school students trained in first aid.

 The primitive service, essentially free, played a role in doubling the country's average life expectancy from 35 years in 1949 to 68 years in 1978.

 When China began its economic reforms in the early 1980s, the system was dismantled as the country attempted to switch to a market-oriented healthcare system. But the government failed to establish a viable substitute, leaving its large rural population without health insurance.
