README for ConfigLib project

The ConfigLib project is a C++ library for reading and writing standard Unix 
and Windows .INI configuration files.  It uses a simple template library to 
ensure that any type or object can be used as a configuration setting.

Included are a color and ip address object that handle many of the standard 
ways of storing data in a configuration file.

A make file and a .vcproj file have been included to allow compilation on most
systems.  The library in ANSI compliant and should compile without warnings in
any C++ compiler.
