This is *not* the original Mrasta distribution.  You can get that from

or <ftp://svr-ftp.eng.cam.ac.uk/pub/comp.speech/sources>

It is written/maintained by someone at ICSI Berkeley and has been 
kludged by me to serve as a library for the ears programs.
