(Minor) Refused FTP connections look to the FTP client like a successful 
connection followed by a connection closed - This is due to a 
misfeature/optimization in Win9x and NT 4 that is in violation of the Winsock 
spec. Microsoft has announced that Win2000 will correct this noncompliance.
