ICS_local

 This is the first test for the new ICS-cards. It runs on one computer
only, as the outputs have to be put directly into the inputs. There is
only one radio, so you have to run it with
make user_show
 Contrary to all the other radios, this one receives it's own slot. This
is not really optimal, but for some first tests it was really enough...
