<p align="left"> 在吴仪的主导下，中国的公共卫生事件应急处理机制发生着深刻的变化。修订了《传染病防治法》，SARS被正式列入传染病中，一些应急条款得以补充完善；2003年5月12日第376号国务院令公布了《突发公共卫生事件应急条例》。全国盛市、县三级疾病预防控制网络加紧建设，“三就地” (健康人员就地预防、有接触史的就地观察、已确诊的就地治疗)原则基本得到落实。 </p>

<p> 1990年代初的中国外贸体制改革风暴正是从北京东长安街2号大院刮起来的。从1991年到1998年，吴仪在这个大院工作了7年多。吴仪在外经贸部办公室坐镇知识产权、纺织品和WTO的上百场谈判，夜以继日已经成为一种常态。她曾使美国政府在知识产权、最惠国待遇等一系列问题上陷入困境。1998年，吴仪升任国务委员，分管外经贸、海关和工商等工作，担负起整顿市场经济秩序的重任。 </p>
