<P>一、背景材料：<BR> 1．据国家统计局城市社会经济调查总队最近对全国4万户城镇，居民家庭收入情况调查显示，1999年城镇居民可支配收入人均为5854元，比上年增长7.9％，扣除价格因素影响，实际增长9.3％，高于国内生产总值的增速。但在城镇居民收入稳步增长的同时，收入的差距不断拉大，贫富反差日显突出。在这项对12.5万人做的调查中，占总调查量20％的高收入者拥有着相当于42.4％的财富。<BR> 2．事实上，早在十年前，贫富差距的现象就开始表现出来。当时的粗略估计是，10％的人拥有40％的银行存款。到90年代中期，20％的人拥有80％的银行存款。去年，根据城镇居民做的一个抽样调查资料推算，不足5％的富人占有全国居民储蓄存款总额(超过六万亿元)的将近一半。<BR> 3．中国学者指出，在社会财富的分配上，中国自古以来有“不患贫，而患不均”的说法。用今天的眼光看这句话，当然不一定准确。但若将其理解为不赞成贫富差距越拉越大，应加以控制、调节，保持社会安定，则是民心所向。<BR> 4．中国居民收入存在差距，有多方面的原因。一种是地域因素形成的，比如，由于经济发展水平不同，中国东部地区人们的收入向来高于西部、中部地区；城镇居民的收入历来高于农村居民。<BR> 5．垄断行业的收入就远远高于非垄断行业，新兴行业收入高于传统行业。1995年，金融保险行业的一个高中文化程度职工，平均年收入8059元，而同时期工业企业中的大学本科学历职工，平均年收入仅7329元。<BR> 6．有关政策造成或扩大了收入的差距。例如国家对东部沿海地区的特殊政策，造成沿海经济发展快、职工工资增长快，便是这方面突出的例子。此外，某些人通过走私漏税等不合法的收入发财致富，等等。<BR> 7．近年在新经济大背景下，产业之间的收入距离越来越明显。据调查，1999年与1990年相比，房地产和金融保险业职工的收入增幅最高，达到486％和435％。1999最。高的三行业职工已变为科技、房地产、金融保险。<BR> 8．今年，西部地区就有“十大工程”启动，这些工程的投资少则几十亿元，多的一二百亿元，对当地的生产、就业、职工收入等，都会起到立竿见影的促进作用。<BR> 9．据统计，到1999年，中央政府累计安排的扶贫资金共1378亿元。仅1999年的扶贫资金就达到248亿元，比80年代增长了30倍。失业、下岗、早年退休、无人赡养者是城镇贫困人口的主流，政府对社会保障制度的建立与完善十分关注。去年全国共有281万城市居民领取了最低生活保障金，累计金额196900万元，涉及全国667个城市和1638个县。</P>
