<P>一、背景材料：<BR> 1.根据群众举报，今年6月23日至26日，公安部治安行动队的人员对青岛市7家娱乐场所进行了暗访调查；暗访中发现位于青岛市淮阳路工贸宾馆的梦都夜总会里有百家乐、龙虎斗、牌九赌台各一张，还有各种赌博电子游戏机II台；位于青岛市市北区的天力娱乐城里有国家明令禁止的老虎机、拼牌机、金葫芦等电子赌博游戏机120多台，并设有一张龙虎斗赌台。在永工练歌坊，暗访人员也发现了赌台；在临安一路的黄海饭店，暗访人员发现这里地下一层桑那部内卖淫活动严重。<BR> 公安部治安管理局处长俗建鸣表示，通过这次暗访公安部发现在青岛市娱乐场所当中存在着严重的卖淫膘娟、赌博和色情淫秽表演。活动规模之大，涉及人员之多，在全国来讲实属罕见。这些现象说明我们一些职能部门没有尽到管理的职责，包括公安机关在内，这些问题确实到了必须解决的程度。<BR> 2.今年6月28日，公安部向山东省公安厅发出通知，要求严厉查处青岛市黄、赌、违法犯罪活动。行动时间最迟不得超过6月29日晚。6月29日上午，公安部治安局的专门工作组赶往山东省公安厅，通报了有关情况。当天下午，公安部专门工作组成员和山东省公安厅有关人员一齐赶往青岛。当晚8时，向青岛市公安局通报了情况，并对当晚的查处行动作了部署。按公安部的要求，查处工作必须及时、保密、稳妥，首战必须获胜。当晚十时半，青岛市公安局调集400余名警力，所有人员的手机、BP机都已关闭。<BR> 3.十一时半，记者跟随青岛市市南区的20多名民警前往位于青岛市香港东路的丽昌大酒店，这是公安部人员暗访过的一家五星级大酒店。但是，当紧闭的大门打开后，公安民警们却发现屋内空无一人，看不出发生过什么。然而，就在三四天以前，这里还是人声鼎沸，“热闹”非凡：大厅中央的4张百家乐赌台都围满了人，参赌人员所用的筹码分别为5万、1万、5000.2000.1000。很显然，这家赌场已经转移，地毯上还留下S个清晰的印痕。<BR> 4.随后，记者跟随公安民警来到淮阳路的工贸宾馆梦都夜总会，这也是公安部暗访人员暗访过的场所。但是当公安民警赶到夜总会时，门已经关上了。根据现场的勘察，屋内的人离开不久，现场还留下了刚吃过的西瓜等水果。除了能看到一些来不及收拾的赌具外，参赌人员、组织者都已无影无踪。<BR> 5.零点10分，记者又赶往青岛市另一处公安人员暗访过的场所——大富豪夜总会。同样，这里根本没有演出活动，也没有搜到任何赌博器材。<BR> 那大富豪夜总会真的没有问题？6月23日、24日、25日，公安部工作人员却拍了这样的景象：在闪烁的灯光下，一名女郎随着激烈的舞曲尽力摆动着腰肢，挑逗着围坐一旁观看艳舞表演的人。而包间内的脱衣舞表演更加不堪入目。包间内的赌博场所也挤满参赌人员。夜总会里还有2000年欧洲杯足球赛赌球的活动。<BR> 记者发现，大富豪夜总会与青岛市四方区文化市场稽查大队仅有一墙之隔。大富豪夜总会负责人向记者表示，文化稽查大队的工作人员经常过来，当地派出所、治安科、市局定期过来检查，各方面都给予了肯定。<BR> 记者同时发现大富豪内外墙壁都装上了监视器，大门外几百米范围内警方的活动都一览无余。而据了解，这些监视器两年前就装上了。 <BR> 青岛市公安局局长在接受记者采访时表示，我们取得了一定成效，但是还有些方面不是很理想，一定要严肃处理，把情况搞清楚。<BR> 6.6月30日，记者来到了与大富豪夜总会一墙之隔的青岛市四方文化局和青岛市四方区文化市场稽查大队。在接受记者采访时，稽查大队的人员表示，在大富豪夜总会检查时并没有什么问题。</P>
