You were Exactly right, The UnEncrypt Function is Not Necessary, so I took it Out. 
I had never tried to do what you had done so I did not know it worked that way. 
This was an old World War II encryption routine that I got out of a book an I just 
assumed it worked the way the book said it would. 
Feel free to give it to everyone who wants a copy. Every Programmer can change the 
matrix arrangement so that each encryption routine will be different. Also changing the 
encryption codeword (keystring) will help make each application unique.
