        <p>“进化是成长的过程中尽可能少地受到损害，”Berners-Lee在最近在Brisbane，Australia举办的<a href="http://www7.conf.au/" target="_blank">WWW7 
          conference</a>上宣布，“使一切都适应未来。”</p>
        <p>为了理解预见进化的意义，我们需要看看W3C的不断变化的角色。</p>
        <p>作为致力于把Web作为一种平台进行发展的国际社团性的协会，W3C从“宣布” - 开发标准并向下传递 - 转变到“巩固” - 提供这个产业成长的基础。HTML的历史就是这种角色转变的最好的例子。</p>
        <p>超文本标记语言的2.0版本是来自于W3C的陈述，结果是“事情将是这个样子。”而且在当时，很象回事。Web当时还没有发展到如今这个地步。当时只有少数几种Web浏览器（而且还不是商业版本），那些浏览器的用户和内容的开发者意识到这种新媒体是一个不断移动的靶子 
          - 事情在不断变化，在内容上的投入会在六个月后将过时。</p>
        <p>后来HTML 3出现了。与Web的作为一种商业力量的迅速发展相一致，这个版本在语言上做了大量的扩展。当它还在进行中的时候，一个快速成长的叫做Netscape的公司正忙于满足用户的要求，把很多东西加到HTML中，事实上忽略了W3C所做的学院标准的工作。同时，这是可以理解的（虽然在事后看来很可惜）。结果是，HTML 
          3规范从来没有离开其草稿阶段。</p>
        <p>很快，协会意识到除非开始把这个大的商业浏览器销售商的实践归入文档，Web将进入一个私有权的世界，不可操作的HTML的版本。一个小的正式的工作组成立了 
          - 称为编辑评论部 - 由成员公司和特邀专家组成。这个小组致力于发现流行的浏览器中共同的东西，然后把规范扩展成一种每个人都同意的版本。因为小组中有负责浏览器发行的人，所以新规范的速度可以跟得上新软件的版本。HTML 
          3.2和后来的4.0，还有层叠样式表规范1，是这种工作策略的成功的例子。</p>
        <p>但是W3C已经超越了“当前实践文档” ，现在，Berners-Lee正鼓吹“该是进化的时候了。”<a href="day1_3.html">&gt;&gt;</a></p>
