If you're using Win32 machine you don't need to compile the code. Just
use the MPEG2DEC.exe and MPEG2ENC.exe for decoding and encoding videos.
Otherwise you need to compile the files in the directories "mpeg2dec"
and "mpeg2enc" by moving to those directories and typing "make" at the
prompt. The "intra" and "inter" matrices are the default matrices that the encoder
uses.
