<p class="normal">自同治元年以迄光绪二十七年，凡四十年间，李鸿章无一日不在要津。其可称为闲散时代者，则乙未三月至丙申三月间，凡一年，戊戌八月至庚子八月间凡两年而已。戊已庚之间，鸿章奉命治河，旋授商务大臣总督两广，在他人则为最优之差，面按之李鸿章一生历史，不得不谓为投闲也。其闲之又闲者，为乙丙之间入阁办事，及戊戌八月至十一月退出总理衙门，无可论述，至其治河治粤，固亦有异于常人者焉。附论及之，亦作史者之责任也。
