Opltest harness

This version:

 * has 298 tests.
 * runs under an ER5 (16 gray screen) device.
 * takes about 11.5 minutes to run on ER5 from Drive C:
 * has 0 errors.

It uses the following directory structure:

 opltest\
	automatic\   	Location of actual opltest test code and scripts.
	interactive\	Test programs launched and controlled by above scripts.
	harness\	Contains test harness utility library and OplTest app.
	data\		Misc data files used by test code.

	benchmark\	Example speed benchmarking code (not used).
	crytest\	Er6 code (not used).
